Fuse question

Took them off the packing card tonight, and it said '
Fuses can be broken into 10's when there is over current '. (see centre picture). Any suggestion from a lecky welcome if I am missing something, or is it a case of mis-translation from the Chinese manufacturer.

fuse that seems to blow on a regular basis. (although this one says 20A max)
