Quoting from my Beetles UK A4 sized manual printed in 2004:
To close the roof pull down on the grey roof handle at the front first, at the same time pull the front canvas panel towards you and then roll tightly to fold in gap between the roof frame and the top section of the roof. Line up the front roof location block to touch the front of the roof frame, then using the rear grey internal handle pull down the rear section of the roof again folding the canvas as above. Before attaching any clips make sure no roof canvas is caught between the side frame and the roof. (You should not be able to see any canvas from the outside.)
WARNING: make sure no canvas is caught in-between the clips as this will put a hole in the canvas!
