Hi TimV,
actually only 2014. 100% of the all vehicles made in Brazil will be obligated to have double airbags. The law was sancioned by the president last year only (19/03/2009) so the carmaker companies have 5 years to adapt to the new law. Now a days only 10% of national (brazilian cars) has airbags. If you want, you can buy almost any car here with airbags, (I think Kombi you can't, because it is not considered a car here, more like a mini-truck, never saw a kombi with airbag here). But you have to pay like more US$ 1000.00 to have airbags. Stardard Kombi in Brazil is about 22-24K USD. Less expensive car here is the UNO (Fiat) about 12K, then GOL from VW about 16K. You can buy a VW Polo (not the new ones being sold in Europe, this new version didnt arrived here yet), but the old version for almost same price as Kombi 22K. And about ABS there is no defined law about them. It is more cultural thing here. People is not educated to think on their own safety. Isn't that the politicans want? Stupid and ignorant people, they dont complain at all!!!

Well that's good news - on this basis I think we can expect our Bay to be around in its current form for at least another 4 years
