South coast round to the West coast, anytime really but best May thru to about September. You want a pebble beach or off rocks, they don't come in close to shallow sandy beaches. So an incoming tide is good, or high tide. You could always go out on a boat, or get a canoe like me!!
For tackle, if going off rocks/beach get yourself a cheap casting rod with a mackerel trace ( has about 4 hooks attatched to a line with feathers on, get a white set and a red one, they like both depending on season). I've seen 6foot rods with a reel for as little as £10.
If you go out on a boat or off a pier you can get really cheap mackerel lines that you just throw over the side, don't need any bait, the feathers attract them.

I've once caught a bunch in a harbour on the south coast of Ireland – the water was literally boiling with them! Then again off a Fiord on the west coast of Norway, but haven't had any luck in the UK yet. I guess it was sandy beaches, like you said
