Can anyone recommend an insurer to cover personal use and if the owner wants to drive their Kombi as a wedding chauffer?

Haven't done any weddings for a while now, but did plenty of research when Tallulah was being hired. If using your vehicle for hire & reward, with passengers on board you not only need vehicle insurance, but public liability insurance too.

For a while we had a policy from Alan Boswell that covered everything - holiday hire, personal use and use for weddings etc (note that proms are different and need a special licence as well as insurance) - but depending on how many weddings you plan to do, this might work out quite expensive.

The market is constantly changing, so a quick online search for "wedding vehicle insurance" will give you a few different companies to ask for a quote, I suspect some of them will be more flexible than others in what they can offer.

I asked Adrian Flux to add wedding hire onto our policy before we renew, and it was an extra £300. Would need to add public liabilty too, though.
